Road, Baltimore, MD 21215Main Purpose of JobThis is a MANAGEMENT
SERVICES position with the Department of Public Safety and
Correctional Services. The incumbent serves at the pleasure of the
appointing authority. This position is responsible for the
direction and day-to-day management of multiple units within the
Department of Public Safety and Correctional Services, Human
Resources Services Division (HRSD). The units include: Employer
Relations; Compensation and Classification, Records Management,
Human Resources Information Systems, and the Operational Support
Units. The incumbent supports the Chief Human Resources Officer
(CHRO) in the management and development of all assigned staff and
in division-wide goals, policy development, performance
implementation. This position provides support to DPSCS Executives,
Department heads, and management personnel, requiring a vast
knowledge of Federal laws, State regulations, and Departmental
directives related to personnel matters.POSITION DUTIES
- Administration: Supports the Chief Human Resources Officer of
the Human Resources Division (HRSD) with back-up responsibilities
in all areas of leadership and management of the various units
within the Department. Evaluates the appropriateness of HR actions
based on guidelines, procedures, and precedents and selects
approaches or solutions to HR related problems. Interprets State
Personnel and Pensions Articles, Code of Maryland Regulations, and
Department of Budget and Management Guidelines. Develops, adapts
and implements Departmental policies to meet unique agency needs.
Advises management and executive level staff on the interpretation
of the Memorandum of Understanding as it relates to HRSD.
- Technical Assistance: Provides guidance, technical assistance,
and interpretation to the Departmental program managers, agency
heads, division directors, and agency Personnel Administrators
regarding all Human Resources issues to include: employee
relations; classification and salary issues; research and
statistics (to include StateStat) and the personnel services unit.
Manages multiple units within the Human Resources Services
Division. Serves as the Subject Matter Expert for the State
Personnel System implementation and utilization.
- Strategic Planning and Executive Oversight: Collaborates with
the Executive CHRO of HRSD to prepare responses to the Governor,
Department Secretary, Deputy Secretary, members of the legislature,
and elected officials concerning complaints and proposed
legislation and regulation unique to the Department of Public
Safety and Correctional Services. Supports the CHRO of HRSD in
planning and scheduling HR related meetings with executives and
staff to review and clarify personnel practices and activities in
Departmental agencies, providing advice and assistance, as
necessary. Serves on policy committees, interview panels, work
groups, and other initiatives at the request of senior leadership.
Reviews audits of departmental HR offices to determine compliance
with policies and guidelines developed by the Department of Budget
and Management and the DPSCS Office of the Secretary. May testify
before legislative bodies in order to render expertise or represent
the organization or program. May participate in processes and
provide direction for grievances.
- Performance Management: Manages other duties as assigned. Works
collaboratively with HRSD staff and DPSCS management to achieve
stated objectives and goals. Writes performance standards and
evaluates all HRSD Managers according to the Performance Planning
and Evaluation Program. Collaboratively trains supervisors and
staff in the Performance Evaluation Process (PEP). Establishes HR
program goals and objectives, develops and implements departmental
HR policies and procedures, and evaluates the accomplishments of HR
program. Prepares and interprets data analytics to measure
performance. Evaluates fiscal and operational impact of HR related
actions.MINIMUM QUALIFICATIONSApplicants must meet all minimum
qualifications to be considered and to appear on the list of people

applying.Education: Bachelor's Degree from an accredited college or
university.Experience: Four (4) years of professional HR experience
involving employment services, classification and compensation,
employee relations, HR policy formulation, including at least 2
years of HR supervisory or managerial experience.Note: 1.
Candidates may substitute the possession of a master's degree from
an accredited college or university in the fields of Business
Administration, HR/personnel administration, human resources
management, industrial/organizational psychology for 2 years of
experience. 2. Candidates may substitute four (4) years of
professional personnel management experience for the degree.
Professional personnel work may be in the areas of job analysis,
job evaluation, salary administration, employee recruitment and
selection, employer-employee relations, personnel program
evaluation or personnel policy formulation.DESIRED OR PREFERRED
QUALIFICATIONSPreference will be given to applicants who possess
the following preferred qualifications. Include clear and specific

- Prior experience implementing HR program goals and objectives,
departmental HR policies and procedures, and evaluating
accomplishments of the HR program.
- Excellent communication (written, verbal), coaching and
interpersonal skills.
- Demonstrated skill in problem solving, critical thinking,
social perceptiveness, and sound judgment.
- Experience with HRIS systems, such as Workday.
- Ability to implement improvements based on feedback from
supervisors, managers, and staff as relates to HR.
- Ability to prioritize tasks and delegate to staff when
appropriate.
- Experience conducting investigations and/or representing
management at hearings and grievances, providing advice and
guidance regarding standards of conduct and the performance
evaluation process, and developing and implementing human resources
policies and procedures to meet agency-unique needs.
- Prior experience working to achieve a diverse and inclusive
