The Southeastern Pennsylvania Transportation Authority (SEPTA) is

We are seeking candidates for the position of Manager, Capital
Grant Development (7103) in the Finance/Budgets &
Transformation.

Salary Range: Min: $104,000.00 - Mid: $130,000.00 - Max:
$156,000.00
OVERALL DESCRIPTION
Management and leadership of SEPTA's capital grant development
processes, including the creation and submission of formula and
competitive grant applications, capital project and budget
development, coordination with funding agencies, planning partners,
and other stakeholders, facilitating subrecipient agreements,
ensuring compliance with funding agency grant requirements,
maintaining appropriate records and grant information systems, and
supervising staff.
SPECIFIC RESPONSIBILITIES
1. Supervises the development and submission of capital grant
applications (formula and discretionary) with primary
responsibility for the preparation of project descriptions,
justifications, and all other required supporting materials.
2. Oversees staff in the administration of grant requirements
including development of progress reports, expense reports,
budget/scope revisions, amendments, and any documents necessary to
maintain compliance with grant program regulations. Ensures all
grant agreements are executed and closed out in accordance with
grant requirements.
3. Supervises staff in the production of project funding plans to
ensure all capital projects are appropriately resourced.
4. Leads a multi-disciplinary grant development task force for
grant application planning including project selection and funding
request recommendations for senior management.
5. Coordinates with representatives of federal, state, city and
county funding partners and regional planning organizations to
define, develop, and allocate grant resources to support SEPTA's
capital program.
7. Prepares and presents long-range capital funding alternatives
and options to SEPTA management and local officials for selection
in capital investment priorities.
8. Represents SEPTA as a member of the Regional Technical Committee
at the Delaware Valley Regional Planning Commission. Leads the
development of the SEPTA's bi-annual submission for the regional
Transportation Improvement Plan and performs ongoing maintenance of
the plan.
SPECIFIC RESPONSIBILITIES (CONT.)
1. Conducts legislative research on all bills, laws, regulations
that impact on capital grant funding, planning and programming
requirements on the federal, state, and local level. Prepare
legislation impact reports highlighting potential technical and
policy effects on the SEPTA system and recommend range of response
action needed.
2. Coordinates funding approvals for capital projects, including
contract provisions, implementation schedules, eligible work items,
briefing of FTA and other federal and state officials on budget
adjustments, etc.
3. Ensures SEPTA obtains necessary concurrences for funding
approval from outside agencies, as necessary. This includes, but is
not limited to, Transportation Improvement Plan amendments and
National Environmental Policy Act approvals.
4. Prepares support materials and assists Director in
presentations, workshops, meetings with SEPTA management, and other
agencies and at public meetings.
5. Maintains an Information System to track federal, state, and
local grants, budget revisions and expenditures for SEPTA capital
projects and tracks projects from development through funding to
implementation and completion. Prepares regular management reports
on capital funding and status of open grants.
6. Provides general analytical support to SEPTA's Chief Financial
officer as it relates to financing opportunities for capital
projects.
7. Complies with all Authority and departmental safety and security
policies and procedures as well as all applicable job safety
responsibilities. Reports any safety concerns, compromises or
hazards affecting operations, the public, self and/or other
employees. Responsible for personal safety and is encouraged to
promote the safety of others.
8. Performs other assignments, as required.
